Please find the stakeholder discussion draft bill of the Clean Fuel Standard Act for stakeholder review and comment. The draft bill targets a carbon intensity reduction in transportation fuel of 20% by 2030 and 30% by 2040 from 2018 levels.

Harnessing market forces, the technology-neutral clean fuel standard will spur an estimated $46.3M in investments in the clean economy and create jobs, while reducing transportation emissions by an estimated 18.5 million metric tons by 2030. The standard addresses the emissions in the transportation sector, which contribute to 14% of New Mexico's greenhouse gases. 

Please submit comments on the discussion draft bill to cleanfuel.standard@state.nm.us by 5 p.m., Friday, December 12, 2021. The supporting state agencies will consider your input before submitting the bill for consideration during the 2022 legislative session.
